If the 8th National Assembly (Senate and House of Reps) will in "4 years"only succeed in" institutionalizing"(legalising) the "Card Reader technology " into either our "Electoral Act" or the "constitution", in my judgement, they would have justified the "billions" that accrued to them otherwise the 8th Assembly, in my humble view, would be a "disaster" of the century to country.
Take it or leave it, the technology called "Card-Reader" was among the major "game-changers" in the 2015 General Elections. Divine intervention through "hard - work" unity of "purpose" and of "direction" by majority of Nigerians sent packing the government whose leadership was "helpless" about the unprecedented Boko Haram "Insecurity" and of mindless "corruption" in the country.
Good Governance anywhere in the world is a "function" of "credible" elections. If elections are "free" and "fair" leaders must "perform" otherwise they would be "disgraced" out of office. Political "Godfathers" and or "Money-bags" politicians will be irrelevant. The true Political power will "rest" with the people. People with high "integrity" even though "poor" will run and win elections.
As important as the technology, it is "not" recognised by the Electoral Act of 2010 and the 1999 constitution (as both amended). Card-Reader technology put "master riggers" to "check" , except of course, in some sections of the country where the technology was, in my understanding, deliberately "sabotaged". The elections of Rivers and that of the Akwalbom States which were keenly contested were "marred" by substantial none compliance with the Card-Reader technology. However, no court of law will listen to the argument of none compliance with the Card-Reader technology because it is not backed by any of our laws.
Professor Attahiru Jega has done the country "proud" by first coming out with a relatively reliable "voters register" which was not known before him. Every State,Senatorial zone, local government, and ward know its voting "strength". Come the Card - Reader technology which needs to have a constitutional backing.
Prof. Jega was to "decongest" the "pooling booth" for easy "voting" , "control" and "supervision" by the both electorate and the INEC officials. Some of our pooling booths have up to 1,500 voters! The standard for effective management is a "minimum" of 500 and a "maximum" of 750 voters. Unfortunately, regional "champions" and Political riggers embarked on "propaganda" that sabotaged the attempt which was aimed at ensuring more credibility to our electoral process. I employ the new INEC,Chairman Professor Mahmud Yakubu to carry out the decongestion exercise early enough to avoid any Political suspicious. I also employ the National Assembly to quickly legalised the "Game Changer" called Card-Reader.
May God bless Nigeria!
