Nigerian Financial Intelligence Unit, NFIU, as an anti corruption unit has barred banks from allowing transactions from State Joint Local Government Accounts without monies first reaching a particular LG account.
It is quite desirable to have local governments autonomy, but In my view, what we need the most in our local governments throughout the federation is "reform". Many local governments even if their monies are made available to them they cannot pay salaries much less execute "capital projects ". There is a lot of revenue leakages in the system. Most of the LGAs are over staffed, and are very poor in terms of Internal revenue generation,IGR.
In addition, there is redundancy , low productivity, truancy, abseentism and inefficiency among its workforce. A lot of workers only visit their offices on the 25th of every month for salary, but of course, there are few "honest" and "dedicated" workers. If we must get it right, we must address the above named issues through reform.
More so, If we must develop at both local and state governments levels, we must stop our over reliance on Federal Allocation by improving on tax collection, blockage of leakages, cutting of unnecessary cost, and promotion of local investments.
There is near "consensus" among analysts that the most "dysfuctional tier"of government in Nigeria is local government. It has often been described by many scholars as a "collection" or "sharing" and or "stealing" centres.
Let's make our local governments self sustaining through sound reforms. We need both local government reform and autonomy. We need reforms in terms of its structure, personnel, internal revenue, and democratic governance .
May God bless Nigeria!
