WHISTLEBLOWER POLICY SEEMS TO BE WORKING: AN OPEN LETTER TO STATE GOVERNORS

Permit me to insinuate that some civil servants know some of their colleagues who do not go to work but collect salaries. They equally know those who collect multiple salaries or work with  different tiers of government at the same time. They may perhaps know those who are civil servants and at the same time card carrying members of political parties. More so, they know those who are civil servants and at the same time business men. All these are against the Public Service Rules. Nigerians have responded positively on whistleblowers policy due to the benefits attach to it. 

States governments if they are serious about efficiencies in the public service In addition to the use of technology in making the system better, in my suggestions, they should borrow the Whistleblowers policy in detecting Ghost workers, workers Absenteeism and Redundancy. Ghost workers in Nigerian contexts, in my understanding, are those workers who do not existing in reality but some unpatriotic citizens ; especially, within the account sessions and personnel offices of government collect salaries for those non existing workers. Workers Absenteeism, on the other hand, is a situation whereby some workers are being frequently away from work without good reasons. Redundancy is a situation whereby a worker stays without a work to do or an office to occupy, perhaps due to over staffing.

With the technology of Bank Verification Number (BVN) and Integrated Personnel Payroll and Information System (IPPIS) the issues of Ghost workers are being addressed in the country.However, one very important area the federal,States and local governments need to focus especially in the local governments level is ensuring that all workers go to work regularly as well as punctually.

Introducing whistleblowers policy in the States; especially, at the local government level in order to deal with the problem of Ghost workers, workers Absenteeism and Redundancy will go along way in addressing some challenges in the system.

However, governments at the state levels need to take workers salaries very seriously in order to motivate them. Prompt payments of salaries, allowances, promotion, and pensions should be considered very seriously.

The federal government must provide a legislative back up to the whistleblowers policy which will provide adequate protection to whistleblowers and for the policy to stay beyond this government.
