UNDERSTANDIG BILL GATES' HUMAN CAPITAL DEVELOPMENT

In my observation, many Nigerians do not read the full speech of Mr Gates. Many commentators relied on just news headlines from the media and concluded that he was talking about the popular "stomach Infrastructure" to the neglect of physical Infrastructure . Mr Gates talked about investments in education and health care services etc., as his Human Capital Development.

In my assessment, most  Nigerians, certainly not all, don't see or prioritize education and health as dividend of democracy.  Many People would prefer the sharing of "food" or "money" to them as their Human Capital Development . I don't believe in the politics of stomach infrastructure. Let's get Mr Gates' message correctly. 

Human capital is a term popularized by Gary Becker, an economist and Nobel Laureate from the University of Chicago, and Jacob Mincer that refers to the stock of knowledge, habits, social and personality attributes, including creativity, embodied in the ability to perform labor so as to produce economic value.

Mr Gates made a paper presentation to National Economic Council, NEC. NEC is a council chaired by the Vice President with membership of all the 36 state governors of the federation. In my view, the council members should and or must get the "message" of Mr Gates correctly and act on its accordingly . We really need more Investments in education and health care services, especially, at the primary levels in all the states of the federation. 

In my view, the governing All Progressives Congress , APC, should not pick an offence from Mr Gates views of its Economic Recovery and Growth Plan, ERGP, just as the opposition Peoples Democratic Party, PDP, should not go to town celebrating. If truth be told there is decades of neglect on the issues talked about by Mr Gates which requires huge investments from state governors to which the two major political parties in the country need to do more.

In my take , the greatest responsibility lies with the state governments. States and local governments receive allocations every month which are supposed to be used to develop secondary and primary health care services. We are a federal system of government not unitary system where the Federal government does everything. Majority of Children birth in the country are being done in the state capitals and rural areas. Most Hospitals owned by our states and local governments needed much to be desired due to poor provision of health facilities in them.

In my suggestion , for the federal government's Economic Recovery and Growth Plan, ERGP, and some of its other initatives such as : Whistle-blower policy, Treasury Single Account, TSA; Integrated Personnel Payroll Information System, IPPIS; International Public Sector Accounting  Standards, IPSAS; and Government Integrated Financial Management Information System, GIFMIS etc., to have meaninful impact on the economy the state governments need to introduce them at their state levels.

All the issues talked about by Mr Gates are issues on the concurrent legislative list which all the three tiers of government have stakes on . In my advice, the 24 state governors of the APC , the 11 state governors of PDP and the 1 state governor of APGA should and or must put  more resources in health, education and agriculture in order to bring the needed Human Capital Development in the country.

Mr Bill Gates in his paper said :

"What do I mean by investing in your people? I mean prioritizing health and education, the factors included in the model I just showed you. I also mean continuing to open up opportunities in the agriculture and microenterprise sectors, as the government has proposed in the ERGP. I mean creating the conditions where Nigerians can reach their goals while adding value to the economy-the win-win scenario..." Bill Gates (Daily Trust, March  23,2018).

"Nigeria is one of the most dangerous places in the world to give birth, with the fourth worst maternal mortality rate in the world, ahead of only Sierra Leone, Central African Republic, and Chad. One in three Nigerian children is chronically malnourished"- Bill Gates (Daily Trust, March 23, 2018).

"If you invest in their health, education, and opportunities-the “human capital” we are talking about today-then they will lay the foundation for sustained prosperity. If you don’t, however, then it is very important to recognize that there will be a sharp limit on how much the country can grow..." - Bill Gates (Daily Trust, March  23, 2018).

Let's the Federal government increases its  investment in Tertiary education and health care services provision etc. Let's the state and local governments do more in the secondary and primary education and health services provision for the betterment of our people.
