SENATOR BARAU WINS NORTHERN SENATOR OF THE YEAR AWARD 2017

Senator Jibrin I. Barau, is the Chairman Senate Committee on Tertiary Institutions and TETFUND,who represents Kano North Senatorial District. He is a first - termer in the Senate who has succeeded in sponsoring 13 bills in the last two years when some senators have none. The senator was awarded by the Senate Press Corps which is the official body of all accredited journalists covering the activities of the Senate in the National Assembly. Permit me to congratulate the senator.

However, it baffles me a lot to note that, a lot of senators and in some states, house of representatives member, especially, from the North rather than pushing for more federal "projects" or "Jobs" for their constituents are busy wasting a lot of energy fighting their state Governors. Both Northern senators and house of representatives member , in my view, should focus more on national assignments of which they are voted for. In my observation, the "quality" and contributions of most Northern senators and house of representatives members to debates on topical national issues needed much to be desired. 

A senator or a house of representatives member is supposed to be busy "lobbying" or "influencing" or  "attracting" federal government's projects to his constituency through the annual budget. It is, also, their responsibilities to their constituents members to make sure that "federal character " in terms of appointments are strictly observed and followed in such a way that their people are not shortchanged. It is ,also , their duties to fight for their constituents in case of an unlawful dismissals from the federal service. In a nutshell, the basic functions of a legislator are: (1) Representation, (2) Legislation, and (3) oversight function.

Ordinarily, a senator or federal house of representatives member is supposed to be "assessed" or "graded"  by the numbers of " bills" and " motions " he or she sponsored in favour of his constituents or the entire country. He or she is , also, supposed be assessed on how many "federal projects" and "Jobs offers" is able to "secure" or "influence" for his people not his fighting ability on local issues. In my humble understanding, if there is anybody who a senator or a house of representatives member is supposed to fight with in order to be seen as a champion of his or her  people's"rights " is the "President". A senator or a house of representatives member has the responsibility to " fight" or "push " for federal Democratic dividends for his people.

Sadly to note , some of the Northern National Assembly members preoccupied themselves with fighting on local politics rather than what is due for their people and states at National levels. There are no fewer than a dozen of senators and house of representatives from the North fighting on local issues rather than National issues.

In my view, it will not be out of place to say that a lot of senators and house of representatives members hardly differentiate between a "Bill" and a "Motion". A "Bill" , in simple language, is a "draft" of a proposed new law or a change to an existing one. A Bill , normally aims at improving something or fixing a problem. On the other hand,  a"motion", in simple term, is a formal proposal put forward by a "senator" or a "member" to attract the attention of the house in order to discuss something of urgent importance or of public interest in the Parliament.

In my observation , most of our parliamentarians are benchwarmers. Parliamentarian is derived from Parliament which is also derived from "parley" which means to discuss.
