There is a "Bill" seeking for the formal recognition of the Vigilante Group of Nigeria (VGN) which is expected to pass through first reading at the House of Representatives next week. Is this what we want ? I don't think so! In my humble advice, Let's opt for community policing unit under the Nigerian police. Let's the National Assembly make laws that will make us meet up with the International Standards of having one well trained as well as fully equipped police officer to four hundred civilians. We need more police officers!
In my view, what the National Assembly should do is not establishing too many security agencies that can not be properly funded and or at least add to the already over - bloated recurrent expenditure. In my suggestion, instead of passing a bill that will recognize VGN, the National Assembly should channel that energy towards strengthening the Nigerian Police through the enactment of sound legislations that will lead to the effective Policing of the country. Let's the National Assembly make laws that will increase the welfare of the policemen to enable them do their jobs well.
In my understanding, the major argument put forward by the advocates of the bill for the recognition of VGN is the argument for having local knowledge of their respective communities by the Vigilante members. No doubt, fighting crime requires an effective knowledge of the environment where the crime is being committed. In my view, instead of a bill recognizing VGN the National Assembly should make laws that will ensure that all newly recruited Police officers are posted to their communities. This will provide people with the knowledge of their respective communities.
We need to increase the salaries of our policemen if we must succeed in the fight against corruption. We need to equipped our policemen if we must adequately fight crimes. It is sad that the police force is ill- equipped. It is equally sad that the policemen are poorly remunerated. The police force which has the primary function of internal security has been very weak in carrying out that function. The Nigerian Army which has the primary function of external security has since taken over the role of the police. We need to empower the police to take over their role from the Army.
We have shortages of police officers in this country. Egypt with a population of about 80million people has about 1million police officers while Nigeria with a population of over 170million people has only about 300,000 police officers. We are no doubt under police in addition to lack of gadgets. Our police officers deserve a better deal. Let's have a community policing unit within the Nigerian police rather than creating another body known as the Vigilante Group of Nigeria. We need to equipped the existing bodies rather than creating new ones that we can not fund properly.
Let's our lawmakers think well! Let's our lawmakers be realistic. There are many ways of creating jobs through sound legislations not necessarily government jobs. Let's the legislative arms of government enacts laws that will support the private sector to create jobs rather than adding more burden to the already over bloated public service wage bill. Let's the legislative arms make laws that will strengthen our existing institutions.
May God bless Nigeria!
