Failure to plan is planning to fail, is better to plan and fail than to fail to plan. In my humble opinion, one of the greatest take-away from the just concluded second Kaduna Investment Summit 2017 (KADINVEST 2.0) is the presentation of the propose Kaduna state Infrastructure Master Plan 2018-2050 for public consultation. No country will develop without planning. The Government of Kaduna state understands the importance of planning upon assumption in office the government conceived and approved its 2016-2020 medium term plan. More so, the government has now come out with 2018-2050 infrastructure master plan.

Kaduna state Infrastructure Master Plan is a document that plans for infrastructural development of Kaduna state in the next 50 years 2018-2050. No economy will grow without infrastructure. Investment in  Infrastructure attracts investors. Investment in an economy brings about creation of employment and economic development. I hereby advocate for legislation by the Kaduna state House of Assembly of this master plan upon all necessary adjustment so much so that anybody who comes to power irrespective of his political party must implement the plans.

We need infrastructural investments in roads,rails, bridges, dams,housing, schools,hospitals and markets for the economic development of the state. Infrastructural investment brings about rapid economic development. Industries can only thrive in an economy with massive infrastructural investment.

China has five- five years national development plan and it has implemented so far 12th (60 years) and has commenced the implementation of the 13th plan. India too has successfully implemented its 12th five - five years national development plans (which is 60 years also) and has embarked for the 13th implementation .In my understanding, Indeed there is a strong relationship between continuity or consistency and national development. 

In Nigeria we had the first national development plan 1962-1968 which was not implemented fully due to the assassination of first Republic leaders. The second national development plan was from 1970-194 and the third national development plan 1975-1980. As country we abandoned national development planning we were moving blindly. We need to go back to national development plan.
 

Investment summit should be given priority by all governments in order to woo both local and foreign investors. Sadly to note most of our state governments do not give investment priority must less investment summits. Investment summits are aimed at bring investors both local and foreign in order to invest in the state or country for jobs creation and economic development. This year Kaduna state has its second annual investment summit under Governor Nasir El-Rufa'i.

In my view, state governments should give priority to development planning. As far as l know so far only Kaduna and Katsina States have done investment summits in the North. For Medium Term Planning as far as know is only Kaduna state far so in the North. However, for state infrastructure master plan as far as l know is the first in the country. My Governor sir, permit me to congratulates you! However, planning alone is not enough. Vision alone is not enough. We have seen goods policies and programs before but lack of implementation render them useless. You must commit yourself towards achieving some within your tenure. We must move away from planning to implementation. 

My Governor sir, you should try to bring everybody into a sound table discussion concerning this Infrastructure Master Plan Irrespective of political party leanings, everyone needs to come on board to bring in his idea in order to finalize the draft plan. My Governor sir, I advise that you send an executive bill to the Kaduna state House of Assembly that will make the plans implementation compulsory for anybody that comes after you. Our major problem is lack of continuity in government policies and programme etc. Let's adopt policy of increamentalism.
