EFCC IS SET TO BUILD A TRAINING ACADEMY IN KADUNA STATE

In my humble view, corruption in Nigeria knows neither "religion" nor "tribe". Nigerians are united by corruption. One imagines what Nigeria will be if it were to be united for good jus as it is united for corruption.

“We have set aside land for your training school awaiting the submission of your application. “We have also set aside land to build your staff housing estate, if you so require. ” said Governor Nasir Ahmad El-Rufa'i to EFCC Chairman at the commissioning of its Kaduna Office- (Daily Trust, July 7,2017). EFCC lacks state offices for its operations in most of the states of the federation. The Government of Kaduna State had donated an office to EFCC earlier on. Governor El- Rufa'i during the donation said: "Why we donated office to EFCC  is to demonstrate our “zero" tolerance to bad behaviour by public office holders, contractors, businesses and citizens".

I am pleased to note that, Mr Magu has humbly accepted the offer to set up an EFCC Academy in Kaduna state. This is what Mr Magu has to say: " ...We have applied for a place for the EFCC Academy in Kaduna to develop"- said, Mr Magu- (Daily Trust, Saturday, August 12, 2017). It is equally our hope that Mr Magu will accept the offer on housing estate for his staff. In my humble suggestion, EFCC should build a Degree Awarding Academy with special focus on courses; such as: Forensic Investigation, Corruption Prevention Mechanism, Ethics and Morality, Prosecution Strategy and law.

Soon after the appointment of Ibrahim Magu as the Acting Chairman of the Economic and Financial Crimes  Commission, EFCC, he embarked on some reforms in the commission ;such as, the recruitment of its permanent staff as against the use of Police officers on second-ment. The new EFCC's recruits were trained by the Nigerian Air force. More so, its officers are currently being trained in Nigerian Defence Academy, Kaduna. It is better for EFCC to have its permanent staff specially trained towards its constitutional mandates.

In my humble advice, Governments at all levels should focus on corruption prevention through the use of technology. Governments at all levels should pay more attention to Treasury Single Account,TSA; Integrated Personnel Payroll Information System, IPPIS; International Public Sector Accounting Standards, IPSAS; Government Integrated Financial Management Information System, GIFMIS; e- Governance; e- Payments and e- collections etc., as a means of preventing corruption. 

In my humble suggestion, EFCC should collaborate with religious bodies, National Orientation Agency, NOA, Nigerian Universities, Secondary and Primary Schools and the Nigerian Artists towards corruption prevention. The society has a role to play towards corruption prevention. In my observation, our society has lost its sense of morality. The society we leave in today does not frown at ill- gotten wealth. We celebrate corrupt people. However, if we must get it right, our society must apply "Social sanction" to corrupt people by rejecting them and their ill- gotten wealth.

I quite agree with EFCC boss when he said: “If we can pause and trace the root cause of the problem that confronts us as a nation, we will discover they are all linked to corruption. “Corruption is the cause of the recession that has pushed our people deeper into poverty and the insurgency that has visited death, displacement and untold hardship on Nigerians in the North East. “This is the reason I have suggested that we set up prison for the corrupt in the Sambisa forest, where they can be kept away and have the sobriety to be truly reformed,” Magu said, (Daily Trust, July 7, 2017).

Permit me to say that EFCC should and or must examine its lawyers. It is very embarrassing for EFCC to be losing cases on account of alleged compromise by its lawyers. EFCC must avoid Hasty arraignment without proper investigation.   EFCC must remain professional and patriotic in discharging its duties.
