Permit me to say that, it is a cheering news to note that, both the Senate and the House of Reps have agreed to grant states House of Assemblies their financial Independence away from our powerful state Governors. In the last constitutional amendment the National Assembly got its financial Independence away from the Presidency. Independence of the legislature means that rather than awaiting for their finances from the Executive they will be getting their finances directly from the Consolidated Revenue Fund. This ultimately means that our Legislature does not have to wait for funds from the Executive in order to carry out its constitutional mandate.
It was alleged that the last constitutional amendment which sought for the Independence of state Houses of Assemblies was blocked by our powerful state Governors in order to continue to make the legislature its Rubber Stamp. The aims of the Independence of the Legislature, In my understanding, is to enable them check the excesses of the Executive for the good of all not to unnecessarily fight each other. Certainly Independence of the legislature will prevent civilian dictatorship or autocracy.
In my humble understanding, our powerful Governors whom were alleged to have blocked the Independence of the states legislature just like the National Assembly had it own was essentially because the party structure of their respective political parties was under their absolute control . States Governors control the souls of their political parties through which candidates seek for platforms to contest for elections. As long as our political parties are being financed by the states Governors using states resources they will continue to control parties and decide who will contest for what? The Governors will always direct the states legislatures to do their bidding as long as our political parties are being sponsored by states resources. We must change our political parties finance model away from Governors.
Our Governors must be patriotic enough this time around by allowing, encouraging, and supporting the Legislators to vote for their Independence in the Interest of their states. Our Governors should,In my humble advise, think and act beyond their personal Interest or ego and support the Independence of state Legislature. Will the Governors be patriotic? Only time will tell! However, in the event our Governors refuse to act patriotically, I advise our Legislators to be patriotic and bold enough by voting for their Independence. Our Legislators must forget about their party tickets for reelection which is usually being decided by the Governors for states or National Interest. Will they? Only time will tell!
I support the Independence of state Legislature for Good governance and progress.
May God bless Nigeria!
