10,000 POLICEMEN RECRUITMENT TO RESUME: AS POLICE SERVICE COMMISSION AND THE SENATE COMMITTEE ON POLICE AFFAIRS RESOLVED THEIR DISPUTE!

There was a "dispute" or "disagreement " between Police Service Commission(PSC) and Senate Committee on Police Affairs which led to the "suspension" of the "recruitment" of the 10,000 additional Policemen ordered by president Buhari. The PSC under the Chairmanship of former IGP Mike Okiro  argued that the "slot" be distributed according to the states of the federation (which will at least be about 270 for each state with Abuja included) while the Senate Committee argued that it should be based on the numbers of local governments instead. However, the matter has been resolved in favour of local governments areas. 9 policemen will now be recruited from each local government of the federation.

If states are to be used as the "formula" for sharing the police "recruitment " it then means that a state like Kano with a population of 9.3m(according to 2006 census) and 44 local governments areas will get the same number of policemen with,for example, Bayelsa state with a population of 1.7m(2006 census) and 8 local governments areas. Also, Logos state with a population of 9.01m(2006 census)with 20 local governments will get the same number of policemen with say, Ebony state with a population of 2.1m(2006 census) and 13 local governments areas.  

Using states as sharing "formular" ,In my humble opinion, will make states with "high" population to have shortages of policemen while states with "low" population will get more than enough.All our local governments were created by laws. According to the 1976 Local government reform before an area is created as a local government it must have a population of at least 150,000 minimum and a maximum of 800,000.

The major argument of the Senate Committee on police Affairs under the chairmanship of Senator Abu Ibrahim (Katsina North) is that as the country resolved to start the "test- running" of "Community Police" it is both "logical" and "fair" to base the "recruitment" on local governments basis rather than states. Community Police is becoming an "International" best practice where people are "recruited" and "posted" to their localities in order to fight crimes and criminality. The role of civilian JTF in chasing out Boko Haram from Maiduguri town can not be over emphasized. I support the idea of Community police despite its likely shortcomings. 

The issue of state or local or community police has been generating controversy with both its "supporters" and "opponent ".The southern Nigerian people are generally in support of community police while the Northerners are generally against it perhaps due to lack of resources to "fund" the police under local authorities unlike its southern states counterpart, especially, the oil rich states of Niger Delta with its 13% derivation. It appears that under the new effort of the federal government there will be community police funded by the federal government. In other words, it means the policemen will be posted within there locality which will form the basis for community policing units in the 774 local governments areas in the country.

 Another reason of Northern opposition is, of course, its pass experiences with the Native Authority (NA)police where it was alleged that both the traditional rulers and politicians of those days used the NA police to "persecute" and "prosecute" oppositions. More so, some people argue that looking at political thugs allegedly sponsored by some states governors it will rather be too dangerous to place the police under the States governors.
