94 COMPANIES/INVESTORS BROUGHT TO KADUNA STATE BY EL-RUFA'I

To begin with, for us to "solve" or "manage" the problem of insecurity in our dear country we must create "jobs" to our teeming unemployed youth. In my thought, the "best" way to create "jobs" and generate more "revenue" are through both "local" and "foreign" "investments" in the various sectors of our economy.

The role of governments in modern economies from America, EU, UK, Russia, India, and to China are "attracting" and "empowering" "investors" with favourable government policies in order to create "jobs" to their citizens.The responsibilities of modern governments from America, EU, UK, Russia, India, and to China have since shifted from “jobs provision” to "jobs creation”. 

In simple term, job "provision” is a situation where the government “employs” and “pays” people directly from the “public coffers”while “ job "creation” is when the government makes “deliberate" policies in order to "attract" investments that will provide "jobs" to the people. The policies could be through low taxes, or tax rebate or tax holiday etc.

The business of most modern governments from America, EU,UK, Russia, India and to China are formulation of favourable policies to make the environment favourable for both "local" and "foreign" direct investments to create "jobs" to millions of people.

His Excellency governor Malam Nasir Ahmad El- rufa'i, CON, becomes a governor in 2015. He created Kaduna State Investment Promotion Agency (KADIPA) by law number 17, on the 23rd of December 2015 which began operations in 2016. The mandate of the agency is to initiate, promote, facilitate and originate investments into Kaduna State. The Agency is a "One-Stop" Investment Centre for business and investments. The agency goes as far as obtaining all the necessary approvals to a "would be" investor and takes it to his or her office.

He created two economic zones, the Green Economic Zone (GEZ) an industrial layout with about 717 Hectares located in Katabu, Maraban Jos, Igabi Local Government Area, Kaduna and Green Agro- Allied Zone (GAAIZ) an Industrial Zone in Chikun Local Government Area of Kaduna State. He organizes Annual Economic and Investments Summit (KADIVEST) in order to showcase what Kaduna has. He improves Ease of Doing Business. Ease of Doing Business in simple term means creating an environment that makes Corporate Businesses Easier and simpler by simplifying all the long processes required before establishing a corporate business. Corporate Businesses require among others: (1) Corporate Registration (CAC),(2) Business Permit (License), (3) Land Titles (C of O),(4) Planing Permit (building Approvals), and (5) Favourable Tax Policy( Avoidance of double taxation) etc. Kaduna state under Governor Nasir Ahmad El-Rufa'i CON DSG attracted investments worth more than $4.4b through the following:
