JUICY MINISTRIES : A NORTH- SOUTH DICHOTOMY

To start with, it is sad note that most of us do not "understand" what the "work" of a minister is, most of us are only interested in which individual or state or region or zone gets "what" as if a minister can single handedly "initiate" and "approve" a policy or a programme or a project for his or her ministry or state or region or zone alone. Ideally a minister is not a state or a regional and or a zonal assignment, but a national assignment.
It is apt to state that , although a "minister" is a representative of "his" or "her" state in the Federal Executive Council (FEC) "his" or "her" "job" in the FEC is participation in the "discussions" for formulations, and "approvals" of policies, programmes, projects, and decisions of government in all aspects of our national life for the entire federation not for "his" or "her" state or region and or zone.
The work of a minister in a ministry is that of "supervision", "coordination" and "management" of "human" and "material" resources of his or her ministry for the "implementions" of government policies, programmes, projects, and or decisions which were made and approved by the Federal Executive Council for the entire country not for his or her state or region and or zone alone.
Although, Policies, programmes, projects, and decisions of government are often being initiated from the ministries. The FEC is a place where it is being fine-tuned and approved by ways of "additions" or "substractions" or completely "overhauling"of what is initiated from the ministry through the "discussions", "contributions" and approvals of all ministers as council members.
Government is essentially driven by four major things; namely: policies, programmes, projects, and decisions. FEC is the body where government policies, programmes, projects, and decisions are collectively made and approved through the "inputs" of all ministers as council members in all "matters" of our national life not only on their supervising ministries.
The primary objective of a ministry is not job provision , but the implementions of government policies, programmes, projects, and decisions. It is, however, sad note that in Nigerian context there are the so-called juicy ministries which are essentially determined by the numbers of government departments, agencies, and parastatals under a ministry and or the size of the ministry's budget. It is widely held that these departments, agencies, and parastatals of government which are supervised by a minister often allegedly seek for dubious employment "waivers" for jobs racketereering thereby shortchanging the rest of Nigerians. For us to get it right, we must find a of stopping this manoeuvre.
